Under the leadership of Speaker Ferdinand Martin Romualdez, the House of Representatives has approved the House Bill No. 10145, also known as the “Philippine Medical Act.” modernizing the medical profession's framework, fostering the growth of competent, ethical, and globally competitive physicians in the Philippines. Medical Education Council is established under the Commission on Higher Education (CHED). MEC will be responsible for recommending the opening and recognition of new medical colleges, determining the minimum required curriculum leading to the Doctor of Medicine degree, and setting the minimum admission requirements for recognized medical colleges.
Additionally, the legislation aims to create the Professional Regulatory Board of Medicine (PRBM), the Postgraduate Medical Education Council, and the Integrated Philippine Medical Association.
In an interview with the Daily Tribune, Atty. Julito D. Vitriolo, the principal legal and technical consultant for the group, expressed his support for the act, stating, “The Acts in Congress in recognizing the need to revamp the old Medical Act of 1959 is indeed laudable and very timely.” Vitriolo, a former executive director of the Commission on Higher Education, stressed that the amendments approved by the House are long overdue. He noted that it's high time the government adapts to globalization, which will help attract more foreign students and boost foreign direct investments, aligning with the administration's goal to increase investment levels in the country.
He also highlighted the benefits of international students, particularly from India, saying, “We would like to maintain our status in medical education. We should look at the influx of foreign students positively because we benefit from these Indian medical students.” This development is especially good news for Gullas College of Medicine as it stands to benefit from an increased number of international students. Moreover, the diversity brought by these students can enrich the educational experience for all, fostering a more global perspective among local students.
