Cebu City, Philippines – Dr. Felisse Marianne Z. San Juan and Mr. Aldren H. Hila of Gullas College of Medicine (GCM) were invited to attend an orientation on the Philippine Competition Act (PCA) and National Competition Policy (NCP) for MSMEs, business groups, and LGUs in Central Visayas. The event was held on August 14, 2025, at Seda Ayala Center Cebu. The event was notably co-organized by the Philippine Competition Commission (PCC) and Negros Oriental State University (NORSU). The orientation aimed to educate stakeholders on fair market practices and the benefits of competition.
Key highlights of the event included insights from prominent NORSU speakers. Dr. Lovely R. Tinguha, economics faculty member, emphasized the benefits of market competition, citing improved service quality, reduced costs, and greater consumer empowerment as core outcomes that should be mirrored in sectors like healthcare and education. Dr. Benjamin S. Villagonzalo, an expert on competition law, gave an in-depth discussion on the Philippine Competition Act and the role of the PCC, emphasizing enforcement mechanisms and compliance for institutions and enterprises. Closing the panel was Dr. Dee Laila C. Buhain, NORSU’s project convener, who provided a broad overview of the National Competition Policy and how it integrates into national development, stressing the need for inter-sectoral synergy to protect consumer welfare and promote fair economic play.

Representatives from various national agencies, local government units, and prominent business chambers also joined the orientation. Discussions centered on fostering fair market practices, promoting innovation, and ensuring equitable competition. PCC Capacity Building and Advocacy Division Training Specialist Ms. Licelle B. Vairias emphasized the importance of upholding the principles of the PCA.
GCM's engagement in this orientation highlights its proactive approach to understanding the regulatory landscape that impacts the healthcare sector. Knowledge of competition policies ensures that future medical professionals are aware of the legal frameworks governing healthcare services, pharmaceutical procurement, and hospital management. This awareness is crucial for fostering ethical practices and ensuring that medical services are accessible, affordable, and of high quality.
